Joe has favorably resolved wide-ranging claims for companies in complex business matters, construction and construction lien cases, and insurance disputes. He also represents for-profit and nonprofit corporate directors and officers facing breach of fiduciary duty allegations.

Before rejoining Gunster, Joe most recently served as General Counsel, Senior Vice President and Corporate Secretary of The GEO Group, Inc., a leading publicly traded company with a global workforce of approximately 20,000 employees and an enterprise value exceeding $3.5 billion. Over the course of his seven years as General Counsel, he advised on litigation, regulatory, and corporate governance matters—experience that sharpens his ability to anticipate risk, partner effectively with in-house teams, and manage legal proceedings with an eye on overall business priorities.
Joe served as President of the Florida Senate from 2016 to 2018, and as a member of the Florida Senate from 2009 to 2018. He also served in the Florida House of Representatives from 2000 to 2006. In both the Florida Senate and House, Joe served as Chair of the Appropriations Committees, helping shape state fiscal policy and major legislative initiatives. This background provides him with deep insight into public policy, regulatory frameworks, and disputes involving the government.
Joe knows firsthand the challenges companies face and strategies to resolve them. He excels in working collaboratively with business leaders and other law firms nationwide, serving as Florida counsel for clients with multistate interests.
