West Gregory has two decades of experience shaping Florida’s environmental, agricultural, and water resource policy through executive leadership, legal counsel, and legislative service. He helps clients navigate Florida’s complex environmental and water regulatory landscape with a practical, solutions‑driven approach shaped by service inside state agencies. He works with agricultural operations, utilities, landowners, and businesses whose success depends on understanding and complying with Florida’s evolving water policy, permitting frameworks, and environmental standards. Drawing on his experience leading the Office of Agricultural Water Policy, West understands how regulatory decisions are made and how to position clients for successful outcomes.

His background as Deputy General Counsel at the Florida Department of Environmental Protection gives him deep insight into agency processes, administrative litigation, and rulemaking strategy. He has successfully resolved numerous administrative challenges, including matters involving water quality, coastal construction, restoration projects, and federal‑state program interactions.
West’s approach is grounded in collaboration, clarity, and an understanding of how environmental policy intersects with business goals. He has drafted legislation, built consensus among diverse stakeholders, and led statewide regulatory initiatives—experience that allows him to translate complex requirements into actionable strategies. Clients value his ability to bridge legal, technical, and policy considerations and to guide them through issues involving water policy, environmental permitting, and agricultural and natural resources regulation. Experience
- Led team to create a new and updated set of nine agricultural non-point source Best Management Practices manuals to meet the requirements of Florida’s Total Maximum Daily Load program; the project received the Florida Tax Watch Productivity Award
- Led team to create a transparent method to apply for and award agricultural Best Management Practices Cost Share, track its effectiveness, and manage application and budget review
- Led team to create a statewide program to implement agricultural regional projects that identify and fund water quality/water quantity improvement projects
- Advised and guided clients through rulemaking to create a uniform consumptive water use permitting rule to apply across three water management districts
- Facilitated permitting of oil wells and oil exploration activities
- Lead Counsel for dozens of rule amendments for environmental permitting, water well construction, and local government funding assistance rule chapters
