Overview
Rosanna Catalano advises clients on Florida administrative law, government affairs, regulatory compliance, public policy and strategic communication. She also represents clients before the Florida legislature and executive branch agencies.
With more than 20 years working in both the public and private sectors, Rosanna leverages her experience as a lobbyist, trial attorney, agency executive and university dean, integrating legal analysis, policy advocacy and public messaging. She counsels clients across industries such as energy, healthcare, technology, criminal justice, insurance, aviation and local government, guiding them through state procurement processes, ensuring regulatory compliance and devising legal and legislative strategies.
In addition to her legal and lobbying practice, Rosanna is engaged in emerging policy and legal issues surrounding virtual assets and digital platforms. She teaches, writes and speaks on emerging technologies of the metaverse, including cryptocurrency, blockchain, NFTs and virtual real estate.
Before joining Gunster, Rosanna served as Executive Director of the Florida Elections Commission and worked as a general counsel to a title insurance company. She held leadership roles in several state agencies, including as Assistant Attorney General in the Administrative Law Division, and Associate General Counsel at both the Agency for Health Care Administration and the Florida Department of Health. Earlier in her career, she prosecuted cases as an Assistant State Attorney in the Second and Seventeenth Judicial Circuits. She also was a news producer and host for Florida’s News Channel and an Associate Dean at Florida State University College of Law.
